If you are talking about the original cover art, that's usually because fuckwad niggers trade typically trade their games in without it.
Whenever they take a trade like that, they just print up the shitty gamestop cover art with the case.
However if they are out of said shitty paper with premade art, then they obviously can't provide it for you.
Ask them if it's ok with them for you to grab the real cover art if you see it in the wall in the future. When I used to work there I would say yes 95% of the time.

I work at gamestop and can tell you that most people working there won't give two shits if you ask to trade the case out. That way you don't run the risk of getting police/security called on you.
I've done this a lot of times for people, since it's always nice if they ask regardless because we have to make the proper labeling to go on it to put it back out on the floor.

There are multiple reasons
Most people sell back games without the cover or even the game case
Stores located within malls have very limited space and to avoid theft they store games behind the counter. That means games comes out of the case and go into an envelope.
Typically the store will keep all the cases for about a month upon release. After that they just toss the extra cases since most sales after that point will be pre-owned. They just keep enough for an extra couple + the shelf copies.
It varies from store to store but yea the main reason why they don't keep cases is because of space and keeping the video games from being stolen.
