I think Punisher would work great as a Hitman-style game rather than a more straight third-person shooter. Drop Frank into an open sandbox level with a main target/targets and find a way to take them out. Make ammo limited and Frank relatively low armored, so going in guns blazing is suicide. You have to interrogate thugs to figure out their routine, then find a sniping nest or plant a bomb to take them out.
Basically, I'm thinking MGSV but with the Punisher and an even greater emphasis on planning and strategy.
