Captain America: Civil War had a budget of 250 million dollars. MGS5 was pretty much on the same scale and was in the works for many, many years. They made a new engine which costs ridiculous amounts of manhours, tools and money. They needed equipment to do facial animation and mocap. They needed to pay certain fuckers like Kiefer for hours of dialogue which probably was a million dollars alone.
The fact that they managed to make what they did for a hundred million is quite impressive.
