Absolutely incorrect, you do not know what you are talking about.
The actual reason for their design is a lot more simple: They look that way because that was the easiest way for the sculptors to make them look like armoured super soldiers. Nowadays we can do a lot more, but back in the 70s, even the most experienced miniature sculptors could only do so much, so early models tended to exaggerate certain features a lot.
Their bolters are large for the same reason - it was easier to give them a comically sized gun that obviously looks like a gun, than trying to make something accurately.
