There is a large difference between a PC that can watch videos in 4k and a PC that can run a 2015 title in 4k at a playable framerate with the settings above the lowest possible.

consoles are an entertainment appliance.
so unless you have experience troubleshooting or know tech in general, dont bother, most games for pc are niche and will never utilize high end graphics cards as default unless if you are a developer yourself.
