Soldier should be medium skill ceiling at lowest. Easy to learn or not, he's highly dependent on good aim still which is predominantly what the technical skill in an FPS is (and about half the cast doesn't need to do).

I love playing Zenyatta so much though, especially at chokepoints, as long as my team isn't retarded Zenyatta is unstoppable.
