Videogames can be art but in the same vein of movies, seldom are. The problem is people confuse the two. An excellent narrative in a game does not make it art. The script itself may be art but even good scripts can be made into bad movies. The things that make games art are less tangible to the average "gamer" so when a game is doing it right, you're not even sure it's doing anything at all. The art of a videogame involves the sum of its parts coming together for elegant and diverse design resulting in a "feel" that cannot be emulated via sight alone. The main issue is while movies can be ingeniously expressed in different ways (suchas comedies and drama) the art of videogames tend to get the line blurred. For instance, Megaman X is regarded highly but some would argue the classic megaman games hit the perfect balance of movement to action with less mechanics. The simpler a game is, the easier it is to see it working as perfect game design ie Tertris which cannot be improved on its core mechanics unless you're sperging. The most noticeable "art" in a modern game involves level design where one can feel it after so many hours familiarizing themselves in the world such as super metroid, metroid prime, or dark souls. My personal medal of genius design goes to God Hand's leveling system where the game is literally as hard as you can handle.
All this is besides the point when games like Bioshock Infinite are critically acclaimed despite only being a step backwards in terms of gameplay.
