lol no way. GTA SA has better gameplay on consoles, but on PC Vice City kills it. GTA SA is slow and sludgy compared to Vice City. Feels gross compared to VC's twitch. VC also has way better feeling gunplay and better sounding weapons. Just try the fucking M4 or combat shotgun in VC, or even the fucking Katana. SA does not compare, no way.

I just started playing Vice City on Steam a few days ago and holy fuck, fuck everything about that RC helicopter mission. It's not impossible, but it's so fucking irritating. At least San Andreas had better missions.
Vice City still has one of the best atmospheres though, they pulled off the 80's retro thing way before that meme was popular.

San Andreas does a lot of things better but towards the end is got bland. Its like asking if you prefer strawberry or chocolate.
