Sniper in Overwatch is not sniping.
Sniping is sitting 500 yards from the front line, fucking up the day of some guy just trying to take a piss.
Overwatch sniping is always being only 5 seconds away from getting flanked if any one person decided they wanted you dead.
So yes, I think it's fair that Widow and Hanzo have at least some decent way to deal with close range encounters.

I'm fine with genji since he's supposed to be a turret destroyer but fuck torbjorn's gun range/damage. It's bad enough that his turret "only" has a range of "40" meters. His gun shouldn't be able to plink people to death with two shots AND have a fantastic close range ability with both his hammer and shotgun alt fire.
Mei's icicle is also dumb but I don't know what to do about it other than have it melt/disappear after a certain range.

Also, your idea would make a bit more sense if we would also be talking about actual classes and not "heroes" or "champions" or w/e these are. WM is classified as a sniper but Hanzo is as well and he can wreck your shit really fast with scatter arrow when you get close, compared to WM who has to run away or die.
