It doesn't exist. All Zelda games are good. Except Skyward Sword. Which is just ok.
Zelda fans are split into different taste groups.
Some like styles others don't.
Wind Waker was amazing in 2003 and it still is today.
Skyward Sword was mediocre in 2011 and still is today.

The Zelda cycle exists because every mainline Zelda game has been worse than the last. Granted, they're all good, but they just aren't quite as good as the one before it. But in a series of games, people expect each one to be better than the last one. So what happens is people hold each game up to expectations that are too high, and end up being initially disappointed. After a while, they recognize that its still a good game, just not as good. BotW will be able to break the Zelda cycle because Skyward Sword was actually, objectively, a piece of trash. Therefore it will not be difficult to surpass

Majoras mask has a unique atmosphere and great NPC interaction but everything else is better with OoT. MM had absolutely shit dungeons.
