Because instead of a ton of people buying a few core games like the 3ds, the Vita has a smaller amount of people buying many less popular games.
So instead of concentrating around Nintendo and MonHun, Vita owners give their money to many different, smaller developers.

Because Vita owners are hardcore gamers who care about niche games and thus support and keep buying them.
Compare this to other platforms where only the most popular games get bought while they ignore everything else, developers who arent AAA well know avoid that market because if they dont have something big, they'll rather release it on a platform that can actually succeed and make it's own name.
