When does this game get fun?
as soon as you leave the arroyo village and go to the ncr and steal a gun from one of the guards/Soldiers which is so powerful that most of the enemies die in 1-2 hits for most of the game

If it's your first playthrough you're semi-fucked. You can still boost a more useful combat skill by gaining levels though.
You won't find any energy weapons for a little while into the game.

Is the early-game part of Jagged Alliance 2 meant to be harsh? With all these shitty handguns I can't really do much more than get into inaccurate standoffs with small groups of goons where hitting seems luck based. I've killed a patrol of about 8 guys as well as 2 blocks of the city to the east of the starting place. Should I be doing better right now? And do I need to let my squad rest so they don't all die next time they eat a bullet?

Oh, you can probably manage at that point really. Joining salvators is a way to get laser pistols but those won't really cut it for much longer, what you want is big stuff. Laser and plasma rifles ASAP. I think you can get a laser rifle from New Reno's gun shop, maybe?
Though to be honest if you're that far in and you're not having fun, it's probably just not the game for you.

I feel like the first Fallout starts too easy and quick but Fallout 2 has the opposite problem. Running around punching shit and using spears for hours is absolutely painful. In the first Fallout it's easy to flatten the raider camp then sell their shit and get the sniper to go shit on the Deathclaw but at least it gets things moving.

Once you have combat armor in Fallout getting power armor is trivial if you have the right skills. Last time I played I used combat armor for the walk over to power.

I fucking loved fallout 2. Spent a huge chunk of my 8th grade summer playing it. I can't imagine playing it for the first time today though. Games and game systems have changed significantly since then.

it starts getting fun when you get companions and the car and then it's all fun once you hit New Reno.
New Reno is where the game shines and allows you to be anything. you can be an unarmed boxer, you can be a hitman, you can be a drug pusher, you can steal your way through, lockpick your way through, kill your way through or talk your way through. oh and you can be a pornstar.
