Nah, NCR can kick the legions ass if they wanted. You have to keep in mind that what we see of the NCR isnt their war time strength. This is just volunteers joining the army that they are using. Reason why they dont go full war time mode is that itd be political suicide for the leaders. Legion got to a point where they nearly captured Boulder town and whos to say spys like Ulysses didn't travel back to California? but thats grasping at straws.
