Honestly its a running theme at this point. Its at its worse in Witcher 1 where Geralt just runs into a ton of his old friends in a city he went to in a quest completely unrelated to them. Then in 2 he just happens to run into Dandelion and Zoltan moments before they are executed in a tiny outpost town.

The worst part is he was planned to have a substantial role, but was cut for unknown reasons. I mean Witcher 3 shits the bed on everything 2 set up so it probably would have been ultimately disappointing, but it still would have been nice to see him.
