Regis told you straight up several times that Dettlaff is a strange one, even among vampires. He even describes him as a child who has no idea how delicate and convoluted interaction with others is.
Even Syanna says he was basically like a puppy. He felt in spades and loved unconditionally.
The whole point of the story of Blood and Wine is that through the actions of the nobles, knights, and Syanna they corrupted something pure.
Even then the whole mess could have been avoided if the Duchess hadn't stepped in and gone "MUH SISTER" even when everyone around her was telling her it was a horrible idea, not just because of Dettlaff, but because she's harboring a traitor to the state that orchestrated the assassinations of several knights for a personal vendetta just because she's family.

He isn't. It's not as if every vampire in the world knows about him killing Dettlaff. He said he'll flee Toussaint for a while to Nilfgaard proper. He never says that he has to go into hiding for the rest of his life.
Poor Regis. He spends his time preaching about peace, while hoping people forget about the dangers of vampires, only to have Dettlaff throw vampire riots. Then, when everyone in the kingdom is out to kill vampires, he's hunted for selling out Dettlaff.
