Capcom seemed to care about Jake with the "secret" ending with Jake in the middle-east in RE6 and Moira would be pretty perfect for a game like this.
Rebecca and Billy are most likely going to show up in Revelations 3 because the Revelations-devs have expressed wanting to bring up more "forgotten" characters in those games. BUT, there is a sneaking suspicion in me that RE7 actually was supposed to be Revelations 3 - when you pick up items it does the same sound as Revelations 2 item-pickup-sound and the description for the game has this weird need of telling us that it actually takes place after RE6, which would be obvious if it is RE7, but it still does it and they mostly just feel the need to place games somewhere in the timeline if it is an unnumbered game. Lastly, Revelations is the series they are okay to experimentate on, RE7 definitely feels like an experiment.
What I'm trying to say - Rebecca and Billy might pop up if RE7 actually was supposed to be Revelations 3. Otherwise I don't think so.
