Something about System32. There is a folder called system32 in your windows directory.
Deleting it supposedly gives you these kinds of speed.

I wish more people at Sony put more effort in their fucking gameplay. The Order and Uncharted 4 looked great but they were ASSSS to play while Gravity Rush looked like a PS2 game but was fun as fuck and had a memorable artstyle.
A spike like that is probably caused by your PC hanging and the calculation being inaccurate once the data "catches up"
Generally speaking, Steam calculates transfer speeds in megabytes, not mebibytes (so a 3.5MiB/s connection would read as about 3.7MB/s in steam)
Finally, compression exists, not sure what you're comparing really, you might be a total idiot
