Not really, I liked the weapons in three, but the direction which 2 was going in (even stated by Cliffy) was something he was really enjoying, an had to alter towards the third game because of agreements across the board.
The weapons in 3 were sick, and the flamethrower from two 2 was even better in 3, but gameplay wise, the Lancer was nerfed in favor of the retro lancer and the other regular weapons had to be used a great deal differently.
But it's just version history at this point, we'd quibble about the different nuances in gameplay, but I played Gears 2 a lot more.

Gears of War does cover shooting pretty well in that the cover is an actual mechanic, not just something to hide behind during a shootout. The same way Metal Gear Solid treats it. Gears 4 uses a couple tricks to achieve the look, while Uncharted 4 is a fabric weaved seamlessly.
Let's assume that I don't care about online multiplayerbecause the best internet available where I live is too shit to play any kind of onlinewould the Gears games be worth getting? I don't have a Bone so I'd be stuck getting the 360 versions.

Uncharted 4 is pretty sparse with them if you look up the reviews. The motion blur and the depth of field are some of the most obvious design gimmicks, but the way the game handles tessellation and aliasing is supposed to be literal current gen technology.
Gears 4,just judging by the gameplay footage of E3 is using numerous workarounds to look gorgeous. I know it's being worked on by MS studios, but I don't think that means they made a work of art.

It was more like Gears 3. It was a pretty rough beta visually (although they've shown that it's been upgraded significantly so far) but it played great outside of some weapon balance things. Main changes are just to the close cover systems. I fucking love what they did to the ability to go over cover while running specifically. Now instead of running, taking cover, and then jumping over cover you can just run up to the cover holding A and you'll just mount over it in one move. Also Dodgeball is a fucking brilliant mode.

They have solid although short campaign modes worth playing. Horde is also pretty fun even on your own. You can even play multiplayer against bots.

The articles I'm reading right now are literally saying the game is using the console under scripted events such as explosions and crumbles to give the player a full experience. The game even has filters the player can manipulate for his own leisure, which basically explains Uncharted 4 isn't using an assload of post processing to begin with.
