Could possibly be related to spencer. In REmake the emblem key reads; "The key's designed with an emblem of the Spencer Family, whose history is as old as Raccoon City."
So maybe we're just going far back into his family's history, but at the sametime far removed from the RE main timeline. So it's a buried kind of secret Umbrella thing. That's my theory..
