It could be fun. FG's are hard because there's no one to blame the loss on but yourself or shitty netcode or someone doing something "cheap". That'll significantly cut down the amount of people playing. If they manage to make it work, I'll be really happy because some players will get drawn to other FG.
Rising Thunder is basically F2P SFIV as it is, and with the way that SFV is shaping up, Riot could come out with a winner. At the very least, we'll know the netcode will be good, and a bunch of people will try it out to play their favorite champion from league.

There are a few million "champions", most of them barely different from each other in any meaningful fashion, but proficiency demands that you remember all of them and everything that they can do.
The other game demands actual hand-eye coordination. It is based on teamwork, but still allows individual skill to win the day, even in a lackluster team. Games last about 10 minutes because the game design does not rely on artificially prolonged stalemates masquerading as balance. There are only 21 heroes, but each is unique.
