Sure, but it would have to have more elements to it over a "traditional" portable one. The portable ones are designed to be able to be played for a couple minutes at a time. i.e. saving at any time, gameplay being the same the entire game with barely any depth (no offense).

That's not a gameplay change.
It would have to be designed in a way such that it wasn't just a port of the portable version.

The resolution would have to be upped, the towns would need to be larger, as you would be able to see more at a time on a console version. Think of how awkward it would be to have the handheld scaling / width of view on a television? Your character would take up like 10% of the screen.
The story would have to be longer. Nobody would pay $50 for a game that takes maybe 16 hours to complete and has handheld gameplay.

It would have minimal compatability with any portable companions due to these changes.

Actually the blame goes to Game Freak, not Nintendo. The owner of Pokemon is really OCD, and protective of the property. Like he said there would be no console version because it would be pointless, because the 3DS versions have 3D graphics now.
