It IS about viability, however. That said, if they're not looking to step in on Neo or Scorpio's domain, that's fine but if we're going to deal with another series of developers having problems to the system there's going to be some problems with both developer and consumer.
Zelda looks fine for what it is, but it does have some pop-in present even though it's a large and vast world with some neat effects in play. Even before that, Super Mario 3D World has some slowdown when you go to more open areas in some courses.
The problem most critics of power or defenders of lack thereof often overlook is that power isn't just about "muh realistic graphics" it's also about stability if not giving developers options/not creating extra labor to scale shit back.
Wii U was actually bottlenecked from its hardware because rendering to the gamepad was a huge performance hit against the system. They should have considered buffing the console to accommodate for that.
So EVEN if NX doesn't sport a 4.5 or 6 TFLOPs APU or the graphical capabilities of a Vega let alone Polaris, the fact is that they can't act like performance capability of their system is strictly a cosmetic, grass-is-greener type of thing. Nintendo's charm has its limits.

What will become interesting is how true Microsoft and Sony will be with regard to prohibiting the development of Scorpio/Neo exclusives. If they stick to their word and just treat the Scorpio and Neo as machines meant to be used to provide a prettier picture on 4k TVs, and run the games more smoothly, but not systems meant to replace the basic PS4 or XBone, I am curious if that might allow an opportunity for devs to extend third party support to the NX where they can provide the PS4/XBone builds to the NX.
