Kojima is known for being secretive and misleading on purpose. He tries to "trick" his audiences with plot twists and reveals. He thinks you'll enjoy his product more from suspense and surprise.
Howard is known for lying about his games. Making promises about content that later turn out to be marketing bullshit. He oversells features that are often reworked or removed, or were never in the game to begin with. He does this because he knows you'll only find out he was lying AFTER you buy his game.
The two aren't the same.
