If the actual hardware can't be used to improve performance below 4k resolution, hence the comment it won't change anything if you DON'T have a 4k TV, it seriously isn't any significantly more powerful. Literally anything can be updated to play media in 4k because the resources needed doesn't change dramatically, it being a very undemanding process to begin with.

Think of it as a a high end PC compared to the mid range PC of the XBONE.
Everything works on both, but the high end performs better.
That's the idea, and as long as Sony and MS force devs to develop mid range settings (PS4/XO) and high end settings (Neo/Scorpio) then they won't be true successors. Just the N3DS to their 3DS.
