You can use baseclock to oc the 845 to 4.0ghz and it runs cooler than the 860k I think.

Also from what I understand AMD having outright bad drivers isn't really all that true anymore. They just have never had the software engineering backend to compete with Nvidia in fixing Dev's code (nvidia rewrites shaders) and having per game hacks to deal with the fact that game devs in general DO NOT write directx/opengl code to correct specifications.

Dx12 and Vulkan are going to force devs to learn how to actually write decent code and any optimizations nvidia shills to get a dev's code more in line with specs should end up helping performance on amd cards too

I wouldn't recommend reusing DDR3 ram with Skylake here/Zen around the corner. PSU you might get away with upgrading later on if you bought quality. Case should be fine too only you might have to do some slight jury rigging to get an SSD into an old case.

Really depends on where you live, I live in a small country so I just usually look around on the local hardware forums, there's a bunch of people selling stuff there.
Because it is a forum it's really easy to do a background check on the seller as well.
I have bought quite a few used parts this way (not just GPUs), it worked out well so far.

I have an i7 920 that defaults at 2.6 ghz and I oced it to 4 ghz for around 7 years now

No game maxes this shit out at 1920x1200p at 60 fps for now anyways.

Just try a mild oc and see if games tax the cpu by checking the usage. In any case zen cpus might be cheaper too so by waiting a couple of months the end year should include that too. If you're not made of money, this is the best option to see what tech is better once you have a properly way to see all your options. After this, the new generation of cards will take a while.

So I had some trouble running Doom at 60+ fps on GTX 680. I thought I would need a new GPU to achieve that on ultra settings, though after finding the "Metric" Stat on doom, I turned it up to Ultra and I see that the 3 Bars that shows how it's running that GPU and FPS can be in the green zone at times but the CPU was bright red.. Overlocked my 2600k from 3,5 (base) to 4,5 ghz. And now It raised to orange and I can run 60 fps for the most part.

Still lots of drops and I need to be High to medium to keep it floating above 60 fps, this means my CPU is bottlenecking my GPU, right? Does it mean it would be smarter to upgrade my CPU before getting a GPU? Or is my shit just too old in general and both needs upgrade.

Also RAM, does the speed really matters+ I think I have 1666hz ram or something, would increasing it to a higher number make my computer 'faster' in general? When loading things that is.

No, faster ram wont make your PC faster 'in general'. When a game is loading it is slow because you are reading the game files from your HDD/SSD and putting them into your ram. But it is your HDD/SSD read speed that matters. If you want faster loading times you need a fast SSD.

Faster ram only helps access files faster that are already stored in your ram.
