It's part of the main storyline, after you're captured by Ponsonby. It isn't time stop but it's practically just as good considering it stuns every NPC and enemy in the world.

Well that fixed the shadows, but some of the textures are still broke.
It's not so bad, doesn't seem to be affecting character models or anything.
