How would it even play? I suppose we'd have to play as Genos to have an actual game

A game where you can play as Saitama, but pressing the Serious Punch button that kills anything in one blow gives you an F rank for the level.
Make it based around scoring rather than simple pass/fail and it could work. Have it be based around how stylish and cool you look while fighting.

Make it about evading and prolonging a fight a certain amount of time (max 5 minutes) to build up style points. The more hits you take a "serious punch" meter rises until you max it and the baldy throws a one-hit punch locking in your score for that level.

Well considering this is Japan, I imagine you will be Saitama, but all the "action" parts will be quick and over the moment you punch. Then the rest (and majority) of the game will be Saitama living normally, and being boring or failing.

Similar to wolf among us modern city social quest. One punch man comedy builds on situations, not on combat mostly. Each chapter you progress by making choices and can always go full bigby murdermachine but you won't since you are curious what will be next.

MMO like City of Heroes. The top NPC heroes and villains are much, much stronger than you individually, but you can take them on as a group. Saitama crosses your path rarely.
Something in the vein of Xenoverse would be cool, too.
