Miyamoto or whatever has no control over the direction of Mario & Luigi and his only suggestion to Paper Jam was using the X button to jump all three characters. The Dream Team Iwata Asks also talks about how AlphaDream clashed with Nintendo on decisions to take M&L in, but AlphaDream ultimately won out in the end.
The next Mario & Luigi will return to original characters and environments. M&Lbros have nothing to fear given the circumstances.

The cut-out gimmick is what Paperize should've been and more.
The paint is a decent mechanic.

You can appreciate the OCs from the old games and still be a real Paper Mario fan, but I don't think that you're a real Paper Mario fan if that, and the RPG combat, are the ONLY things you liked about those games. I really liked the cute/funny dialog and the weird environmental puzzles, and that aspect hasn't been degraded at all in the newer games. Hell, if anything it looks like the weird puzzles get even more interesting than ever in Color Splash. I am genuinely excited to play it even if the combat will be kinda bad.
