When it comes to the DQ series, they only insert accents when the parent company (SquareEnix) tells them to. According to their podcasts. So the reason a lot of DQVI was accent free is because they only added accents when they were forced to.

Well I can understand that. No one except nuts like Plus Alpha would want to run an RPG's text through the accent filter. It's one thing when being written from scratch, but having to translate the text as well as give everything an accent and make sure it's all consistent is a hell of a lot of extra work (and even more if they re-write things and research names like PA does).

Plus Alpha was just started by the madman who created accents for Chrono Cross and Dragon Quest VIII. Accents became his 'catch'. The thing that set his localizations apart from everyone else.
But he left Squeenix and ran to work with Blizzard. So hopefully they drop his stupid ideas forever. Imagine a third Chrono game with accents. Yeah, that would go over well.

DQVII is definitely a game you would want to put all your focus on. It is very easy to forget what you were doing and not even know what area to go back to. Especially when there's shards in multiple secluded islands.
DQVIII has no ties to DQVII so you can play either one. But while DQVIII is more laid back than VII, it still would require most of your concentration.
