Launch is the end of the month. At the very least, at that point or shortly thereafter you'll have reputable reviews and can make the determination about whether it's worth trying to get one or to go for a 1070 instead.

FWIW, the RX480 will probably NOT be in particularly short supply because it's a small GPU, AMD is specifically aiming for mid-range with it. By "small GPU" I mean the actual, physical GPU chip in square millimeters. Smaller GPUs are much easier to reliably fabricate early in a process' lifetime since a higher defect rate will still leave plenty of harvestable chips from a wafer. With the 1080/1070 Nvidia is probably at least somewhat constrained purely by fabrication yield challenges (and even the 1080/1070 is smaller and more cut down then the top end Pascal going into Tesla/Quadros, the GP100 one that has HBM2). AMD will have an easier time, just because they're starting with a smaller chip that's lower end focused.

Drivers though I have no idea about, for that you'll have to wait for it to actually launch.

Depends on the game and settings, seriously. You need to go look at actual reviews at a good site (like Anandtech) of games you are actually interested, or at least proxies (ie., games that use the same core engine, like UE4 or Crytek or Frostbite or whatever). How different engines scale to different cards can vary wildly, because it really comes down to developer priorities and how well they can optimize until the game is quite old. Also, you need to consider minimum vs average framerates and stuff like that.

One of these might well be able to reach 144 FPS in a game like BF4 or Farcry 4 at 1440p on high settings, for reference a non-OC'd 980 Ti could hit around 80 FPS 2560x1440 Ultra. But others may run worse (or better).

There's a number of modern titles that are usually considered a benchmarking sample and usually used in most site's show offs: stuff like Witcher 3, GTA V, Crysis 3, some Ass Creed, TW:W etc. Judging by results from the benchmarks based on these games we can honestly say how the card is performing and how it will be able to perform in most current optimized games on max or close to max settings. Spoken like someone who has never actually run a business. There are absolutely lots of regulations and issues to deal with in the US, many of them there for very good reason. There is some variation from state to state too. While some of them are somewhat lower, it's actually not a big (if any) difference between business friendly parts of the US and business friendly countries in the EU. In some ways the US is very business unfriendly particularly to multinationals, like our taxes.

The real major difference is that in the US, however much trouble any given regulation is, there is just ONE set of them and you're done, so you can amortize the costs of compliance across an enormous potential market. There is an actual genuine Single Market. In principle, the EU was supposed to do something similar, but in practice it's failed in many many different areas and now in fact appears to be regressing in the opposite direction. So businesses are forced to deal with many different sets of regulations and bits of bullshit across many smaller split markets (language barriers and such aren't helpful either).

That's because the distance between you and the jet engine is pretty big. Now let's apply it to this measurement. Measure the noise from close to the card, and we get a big number. Measure it from further away, and we get a smaller number. Amazing!

Noise measurements tell you absolutely nothing unless you know the distance they were conducted from. The picture doesn't say what the distance was, so you can't make any conclusions about what the absolute noise levels are like. The only thing it allows you to do is compare different cards.
