His teleport can't be used to force engagements unless it's against bad players. Against competent enemies, it can't reliably be used as anything more than a means of getting around.

Mercy has better single target healing, Lucio has better AoE healing. Top Lucio players are with top teams that actually know how to stick together, so it makes sense they do more healing.

On a single target Mercy's heal is quite a bit stronger than Lucio's. Lucio is used much more often in KotH which can inflate Lucio's healing done score by a large amount. Couple that with payload matches where your entire team is probably taking small amounts of damage and he's able to heal that in an AoE. Lucio's healing is weaker but can reach multiple people at once. Mercy's heal is much stronger but you can only heal one person at a time.

Tbh from the pro games I've seen its better to stick with characters that require similar skills. For example a Widow may switch to Mcree or a Lucio might switch to Mercy or vice versa but I've rarely seen them change roles entirely. D.Va's a weird tank. I have a lot of good games with her, but she's better when she gets in behind people and chases down supports or defenders. Certainly not much of a 'stick with the team' tank. I've found she's great for pulling enemies of the front lines to chase her though. Generally I use her to keep the enemy team busy.
