As far as the gameplay element of thievery, there's no reason you couldn't have the same amount if not more buildings/manors to infiltrate both within or around the city itself. These areas would preferably be designed for thieves in mind, with patrolling guards, traps, guarded treasures, quest tie-ins, etc. Of course, this is likely far out of Bethesda's level
