23 year old here, no it's not. I started at 20 and this is my progress within 3 years and now I'm working on my own graphic novel. The ONLY thing that makes you better at art is actually making art. Drawing regularly, getting honest critique online or irl, learning from mistakes, etc. You can go years without any progress if you don't actually learn and apply that knowledge, but if you're honestly trying to get good at drawing or painting or anything then you'll make progress. It can take time, don't get discouraged.

Point is, it's never too late to start drawing. If you start earlier you'll only really have more experience by a certain point but art isn't a race. There will always be people better than you and there will always be people worse than you, no matter how good or bad you are. Just start doing it, if you enjoy it keep at it. Never let yourself get discouraged by a perceived lack of talent. God knows I was SHIT when I started, I could not understand perspective for the life of me.

I started on paper, yes. I actually still use paper all the time. I find it easier to draw traditionally and paint digitally. I keep a sketchbook I draw in every day, I also work with all sorts of media like oil, watercolor, pastel, graphite, inkwash, pen&ink, mixed media too.
I'd say the easiest way to start is just pick up a little sketchbook and draw. Pen, pencil, colored pencils, whatever you want really. Learn how to gesture sketch, learn composition and value and contrast, color theory, perspective, all that stuff. It's all infinitely relevant and will only help you. It can seem daunting but that's why you start with basics. Once you've got a firm grasp on perspective and thinking in 3D space, you can start with anatomy. Always gesture. I generally gesture sketch all my compositions in 5-10 seconds max and work out the details from there.
Right now I'm using a Cintiq 13HD because I find it easier (and MUCH less expensive than oil or gouache) to paint my graphic novel (about 300 pages or so). Just draw, always draw, always have fun with it. It's not a race, but you can set goals for yourself. Most importantly is just have fun and be you. Your art is an expression of you.
