If you don't, then the Xbox One is the better choice.

I have an Xbox One and a high end custom build.
Now that Windows 10 and Xbox are linked, I'll probably just stick with the PC for my Xbox games. I'll probably of use the Xbone now for MCC custom nights and the occasional Raiden V playthrough.
I'll probably pick up the Neo when it launches for the PS4 games like spiderman and bloodborne.
That being said, OP is also right about the No-PC scenario. If you don't have a capable rig, I'd reccomended the Xbone over the PS4.

Microsoft has obviously expressed interest in Halo on PC, they released a slightly modified version of Halo 3's multiplayer on PC (called Halo Online) but only in Russia. I suspect they're testing the waters to see if the PC market is interested in Halo. They can't keep teasing us like this forever, I mean the MCC and the other games have to come to PC eventually, right?
If you care about media features, the Xbone is a better console. Being able to use it as an improved cable box and controlling your TV with your Xbox and seeing the channel listings and all that on the Xbox interface is awesome. If you care about Sony's exclusives, then the PS4 is a better console. It just comes down to what you prefer. You might prefer the games that comes with Games with Gold, you might prefer the games Sony gives you with PS+. Etc etc.

I don't see myself ever needing to buy an Xbox console again after yesterday's announcement, but I will trade in/sell my PS4 for the Neo when it releases.

And later in the gen develoopers just gimped games back for the PS3 instead of making stronger versions for 360. Marvel Vs Capcom 3 cut characters on 360 version because the PS3 couldn't do them for example.
