They're probably advertising it as an exclusive and will launch it on PC 3 months later like most of these japanese games. Sony isn't paying for it, therefore it won't be exclusive.

To be fair, CoD has been very consistent in quality. It may not be the type of game you or I like, but they always prioritize fps over graphics, they make sure to have something for both the single player and multiplayer crowd, and there games are, for the most part, sound and free of controversy.
