Just play against other people as much as you can, get your movement and timing down, then start practicing tech solo, like wavedashing, dash dancing, punishing, etc

Whatever characters you like, it's not super useful to have the timings of the techs of characters you're not going to play. You should however pick up any character you find yourself struggling against so you can find that character's weaknesses
