Nothing much. 3DS version just had a god awful translation and the 3DS version had a ton of voiced only dialogue(which had a lot of characterization and such) removed because they were too lazy to voice the dialogue in English so they just straight up cut it.
PC version had a redone translation and they left JP voices with eng subs in so all the conversations are in as well. You still miss out on the dialogue if you use English voices though iirc.

The 3DS version was localized by 8-4. What happened was they cut out a bunch of dialogue during the stages, the boss fights, and even the conversations you have with Joule, and they removed any voices for whatever was left in. The script is also really liberal; made-up swears ,memes, things like that.
After hearing all the negative response, they added all the voices and dialogue back in for the Steam version while completely retranslating the script. They've been meaning to patch the 3DS version with this as well but there's no date for when it will be released.

Tough thing about starting their own IPs separate from the MM ones is that they want to do something different so it's not just a carbon copy. I can't say that I've found these mechanics they've chosen to go with as enjoyable, but I guess I can appreciate that they're trying to be different. I'm looking forward to see how Copen plays.

I kind of wish you fought Copen a few more times in the first game and the fights were different. Having your rival basically be Mega Man was a cool idea that I feel like wasn't played around with enough. To him you're just another boss he could defeat to get a new power.
