High end gwent play is just out advantaging your opponent. Also spies with low attack are even better, so either nerf the low attack power or make it so they only draw 1 card.

The important part is that playing spy is also a turn. You can't simply pass in gwent so cards that let you wait a turn are also advantageous.
For example the enemy can be winning hard, you play a spy. They don't want to play anything else so they either waste a card or pass and let you have unlimited turns to count cards to play to have optimal damage to win.

What is consistency? The same thing applys in other card games like yugioh? Even at draw 1, your deck will be more consistent with spies.
If you run with 22 normal cards and 6 special cards, you will have a 28 card deck. However if you have 8 spy cards, you essentially have a 20 card deck and you will have access to to half your deck during any game of gwent.
The only down side is that you will likely have to give up a round if you give your opponent to many spy cards.

Also its a easy way to pass a turn, force your opponent into wasting a move. Like if you have no intention of winning round 1, you can drop all your spies, you either force your opponent to pass the turn or they will have to over extend.
If they pass, you can get a easy round win, if they over extend, you will still have a 10 card hand for rounds 2 and 3.
Spys are still going to really strong.

Nord has more revival cards, so you could use your entire deck if you planned your hand right, also Nord spies had lower attack values.
It was easy to break the game with them if you had the medics and archer with revive and Gwen in your deck, I remember hands where I basically could play my entire 24 deck card with devastating results.

A bit offtopic but why do so many people force to believe that Hearthstone requires some skill? I'm not overextending by far not. Once you know basic skills like 7 is greater than 4 or it is not worth to go face there is 0 skill involved. Seriously. Try go to legend it only depends on how many games you play since the winrate is slightly over 50% when you have a decent deck from the internet.
