The thing is Sleeping Dogs was already supposed to be a sequel to True Crime, when it was in early development it was called True Crime: Hong Kong. For some reason they dropped the brand and decided to do their own thing. Also the developed openly said they had no interest in making a sequel.

The game is heavily steeped in Buddhist mythology. Going outside of that sort of setting breaks a lot of the visual design and worldbuilding.
