CA already did. They don't have infinite cash to develop a fully fledged Warhammer Total War considering how fuck huge and varied the Warhammer world is. Releasing it in expansions allows them to keep developing it till they reach that point while remaining financially afloat.

There's no way in hell any of those are getting implemented before something like beastmen or wood elves, considering they would require very little changes to the existing campaign map, while implementing lizardmen would require an entire new continent and ways to travel between continents, and skaven would require a proper separate underground map and also new game mechanics.

As a 2016 base game it's fine. Which means it lacks content in certain part of the game and is in serious need of rebalancing. Haven't encountered a lot of bugs though.

there's some weird balance issues in the game for sure but at least it's not a completely broken mess like r2 was. the things that are broken are fucking retarded though, like magic and certain units not scaling properly to ultra unit size. and some of the stat cards of units are blatantly lying or there is some wizardry going on under the hood causing things to perform way better/worse than they're supposed to.
