I really can't tell if the intended audience for the games are hardcore or numerous to dump enough money for Kadokawa to continue making these photography dating sims.
It feels like Kadokawa has been trying to make another Amagami type success with these games, but Photokano didn't feel like it was that kind of game. Seeing as Love Reco is going in the same direction as a 2.0 version of it, it's surprising they didn't just scrap dating sims altogether and just concentrate on stuff like God Eater and From Software games.

Well Kadokawa don't make them, Enterbrain do, Kadokawa only started publishing Enterbrain stuff since Photo Kano. Their VN/romance games have been going for 10 years now since KimiKiss and I imagine the budget for these games is pretty low and the amount of income from merchandise, manga/anime adaptations makes it very profitable for them in the end.

They have since they rolled Enterbrain's game division into their own. Which was about the time they rereleased Amagami for the PSP. So Photokano was their first game, produced with another company's help.
And I think it's actually been even longer. They had a VN dating sim series from the 90s' before Kimikiss but the name escapes me and it was made by a company Enterbrain absorbed. "Something Love Something". It was mentioned on their game's imouto check twitter account.
They probably do get a lot of money from merchandising but all we see in the west is the anime usually and then whatever manga spinoffs get scans and translations.
