The LK-1018 in Far Cry 4, with the LCAM attachment.
It tracks targets, but instead of firing missiles directly at them, it fires them upwards until it's above the target. Once it's directly above the target, it bursts in the air and rains down a torrent of mini-rockets in a 50-foot radius around the target.
Any dogfighting games that do this? Ace Combat doesn't have enough missiles and Hawx makes it even worse by having slow enemies and evasion paths.
Ace Combat 6's superfighter has a missile spam weapon.
There's a cheatcode for Call of Duty 4 that gives unlimited ammo and bottomless magazines. Combine that with the grenade launcher/RPG and you can just fill the screen with missiles.
