You can look into the history of Prey 2 if you want. It's al been very well documented.
Bethesda were trying to pressure Human Head into acquisition by setting impossible deadlines and withholding bonuses on that basis. Human Head then essentially starved to death and started having to port games to PC as they couldn't afford AAA development anymore. Bethesda then scrapped their game and gave it to Arkane.

E.g. something like setting up a milestone that the game has to reach beta stage after 1 year and as such Bethesda didnt pay Human Head a single dimme for the game and Human Head not wanting to end up like other Bethesda or EA victims choose to blow themselves up.
Very likely the reason why they didnt use anything of Prey 2 is because due to weird legal state they didnt own the code of Prey 2, as the contract was terminated and Human Head made the game off their own accord financially wise.
