Depends on what you mean by that: There are loads of ways as the Player to kill Sims. However, if you want a certain Sim to kill another Sim then you can't do that without mods. Moreover, even with mods it's just an illusion trick and other Sims won't react to it.

Most of the micro stutter and performance issues you suffer from are caused by your too powerful GPU rendering literally thousands of useless frames per second. I have started a Vampire dynasty and married my kids off to other pure bred vampires, in Sims 3 if you both your parents are vampires and the child is a vampire they learn things 100x faster than normal, my teens mastered guitar in seconds, basically every skill except fishing and gardening takes seconds.
My dynasty has gotten too big, neighborhood is too small to sustain them and I have ran out of pure bred vampires to bred with.
The patriatch of the family is Vlad III and his son Vlad IV is a mad scientist, in order to feed his family he has built friztel styled basements for cloned sims to be fed off of.
They live in box rooms with glass walls so they have no privacy, there is no lights, they get a shit kitchen, a toilet, a sink, a bookcase and a sleeping bag.
They basically live their short lives constantly depressed with red moodlets from various things wrong with the rooms, plus they have no showers.
They go stir crazy from not leaving the room and crave social attention that they welcome the vampire's bite because it is their only social interaction.
The only relief they get is when Vlad IV starts preforming experiments on them that eventually leads to their death.
But then the local necromancer steals their corpses and turns them into zombies for his basement.

I'd deliberately set my sim to be lazy as fuck who'd never flush the toilet or make the bed or wash the dishes because I could fucking hire a maid to do that for me while I was at work. Just bullshit like that. I'd thinking nothing of making them bust balls maxing out their required skills and then just socialising on the phone to gain social, ignoring the family completely. I'd never brush my teeth or wash hands I'd just use the sonic shower and BING everything is fine. Why sleep? Why watch TV? All you need to do is turn on that aroma thing which restores FUN while touching a bug lantern to regenerate ENERGY and then take a half hour dip in the on suite jacuzzi and you got all your motives back for 1/10th of the time
Whereas she'd make all the beds, force her sims to brush teeth, wash hands, and socialise, she'd care about the meals they ate, how the house was set up, even change their clothes each day and worst yet - make sure they got time to hang out with friends at bars and shit in the "overworld" wasting fucking time.
So I guess males can't understand the Sims. Just like how females can't understand actual REAL video games. So that's all good.

I mean, any game can be played however you want but Maxis wanted to make these games to create something that was never accomplished before. Go and enjoy the sims.
