Turn based means only one unit can perform an action at a time, due to taking turns. How those turns are derived has never been set in stone between every "turn-based" rpg.
Honestly, I'm hoping the combat turns out to be something similar to Valkyria Chronicles, where it will be a turn-based rpg where your turns consist of action sequences. That unique hybrid gameplay, along with other things, made VC one of the best PS3 games to me.
