as far as games on release? yeah the balance is pretty good considering that. The dev team is clearly paying attention to the players though since they're actually considering balance suggestions.
However, some people are still struggling with the concept of counterplaying. Like bastions complaining that widowmaker keeps wrecking them. Roadhog is a bit of a special case due to the whole client-side refresh thing.

Mei beats roadhog and is good against bad habits since she's got a block button (like mccrees bang the hammer).

That's not even remotely true. The biggest counters to Bastion are Pharah and Widow. Then comes Genji, Soldier, Junkrat, Roadhog etc...

Roadhog is shit against indirect fire and awkwardly placed defenses. It's hard to get to that bastion when two junkrats and two torbs are dumping.
