As he is now? Raiden without question. Cyborg Ninja Raiden could probably take on all the other snakes by himself.
That's kinda the whole point of MGS4, soldiers like snake were becoming obsolete. By rising they're completely obsolete.

These "who would win" questions are not understood by people - who wins is not dictated by skill, but by character.
Solid Snake is to the Metal Gear series "the guy who pushes through despite overwhelming odds and achieves victory through smarts and perserverance". That means he could win against everybody else in the Metal Gear world.

Solid Snake would win though. Raiden will fight hard, but Snake has done worse.

Raiden was easily the most interesting.
