It is really computationally expensive. Just to render that one alien with a decent frame rate it took a 580 SLI setup. You would have to simplify everything dramatically to get it working on multiple character models and have a realistic performance target, even on modern hardware.
Also consoles would choke on it.

Killing Floor 2 has a somewhat similar system with multiple layers of textures blending together. You can shoot off the skin on some enemies to reveal metal plates, or burn holes straight through them.

Happy devs add details that please them and give some depth to an otherwise lifeless experience.
Sometimes it's easter eggs, sometimes it's a quick script that does something neat like a "hound curiosity AI", sometimes it's subtle QOL improvements when the dev did his own testing instead of waiting for feedback from focus groups.

Jet Force Gemini had a lot of advanced enemy behavior despite being an N64 game. The standard drones will run while taking potshots, they'll shoot at you from behind cover, and the ones with shields will actually make an effort to keep them facing you. According to the other article (for which they apparently spoke to the guy) he was arrested by German police before he could leave because they knew what would happen to him. Somewhat ironically the German police only knew about this plan because the FBI asked them for help finding him, which ultimately wrecked their entire plan because the authorities in Germany aren't complete dicks.

At the time it was absolutely normal for every MP game to be able to host. At some point though players wanted more resources for the servers without the overhead of a client, so dedicated servers popped up. That they were in possession of the player was a key aspect of them, as that enabled them to be independent from publisher infrastructure

I bought it on day 1 because it came out in the dead zone of February and there was literally nothing else to play on PC. It was alright. The first boss fight was great and the second the last one (I think) was good too. It had some good ideas but single player was like 6-8 hours long. Never tried MP.
