There's no way to know. The last episode is a clusterfuck of style with zero substance because they spent the previous 4 episodes completely ignoring anything beyond a surface level of the time powers. She didn't even really try to do anything because a guy who knows nothing about it thought that might be the way it works based on movies he's seen. Plus, why is she even having visions of the tornado? Are those part of her time powers? She starts getting those before she even uses her time powers, and when she resets everything to the beginning it's after she's already had prophetic visions of the tornado. They didn't think anything through. There's no reason for anyone else to.
