Basically instant non-projectile damage. As soon as your click, the damage is done. Most bullets in games like this handle like that.
Something like Pharah's rockets or Zenyatta's orbs aren't hitscan, because they have travel time. But McCree's revolver and Soldier 76's gun are instant. Some people look down on things like that because they're easier to use.

Hitscan means the shots are not projectiles with travel time, it's just instant.
Things like soldier 76's gun, sniper shots, shotgun pellets, anything that's a "bullet" is usually hitscan.
Projectiles are things like rockets, arrows, energy blasts from zappy guns like dva/mercy pistol, grenades, etc. shit that flies through the air with travel time.

Hitscan is an instantaneous ray. Effectively only a pixel in size on your screen, and lasting only a single frame as it extends from your camera to the first object in the way. Every weapon in the game that uses hitscan has some degree of random inaccuracy or spread (assault rifles, shotguns, Bastion's minigun) with the one possible exception of McCree's M1 shot, slow but (almost?) pinpoint accurate.
A projectile is a physical object that has travel time and possibly some other trajectory involved. Grenades, missiles, arrows, shurikens, slugs. Most of them have very large hitboxes, so while you may need to consider leading your shots, it's more lenient on making contact with an enemy's hitbox as well as it is much larger.
Both types give players different things to consider.
There's also the design consideration that all of the rapid fire and shotgun weapons are hitscan. Hitscans are far far less demanding on the game's bandwidth since it only need track a point in space for one frame compared to tracking the lifespan of one projectile for every frame across several seconds. If Roadhog's shotgun Ultimate or Bastion's Sentry Minigun fired projectiles, it would cause a lot more work for players' systems to calculate as the game does use a client-server hybrid hit detection.
